Neighbourhood Plan consultation forms distribution

The latest version of the Neighbourhood Development Plan is being consulted on (known as reg 14 discussion) every household should have received a questionnaire, however if there are more adults in your home and you require further copies : Church Fenton Neighbourhood Plan Regulation 14 Consultation Summary and Questionnaire links

Consultation on the Working Draft Environmental Statement

Questions and answers.

The following questions have been put to HS2 either by the Parish Council or via Nigel Adams MP to clarify points that have been raised about the consultation on the Draft Environmental Statement.  If you have questions about the scope of the consultation or about information presented in the consultation documents then please check to see if your question has already been asked and an answer provided.

  • Question 1
    HS2 Junction in CF  – The junction configuration appears to be different on noise contour map SV 01 406( also LV 02 437)  and CT 06 505 – Please clarify
    Answer
    This was a Dataset error. CT06 reflects correct design. Track lines are erroneous on SV 01 406 and LV 02 437. Apologies.
  • Question 2
    HS2 Junction in CF  – Related to above it was my understanding that the latest HS2 plan was to take the western/northern pair from Church Fenton / Ulleskelf towards York
    Answer
    Yes, we’re joining on to the Western (Leeds) Lines.
  • Question 3
    Track elevation – On SV 01 406 where HS2 crosses Sandwath lane there is the legend “Up to 2Metres”  what does this mean – if it is track elevation it is not consistent with the plan which shows HS2 passing over the Leeds to York downline.Neither is it consistent with the “up to 18 Metres height reference for the viaduct in para 2.2.29 of LA16.  Is the 2metres the height of the sound baffles ?
    Answer
    Up to 2m is the height above rail of sound baffles.
  • Question 4
    Track elevation and bridges – The black line on LV 02 436 is shown passing over Common Lane but under Sandwath Lane, but on CT 10 406 the black line of HS2 passes over both – please clarify.
    Answer
    The black line on LV 02 436 shows the Landscape Character Area bounds. The black line does not denote local roads/highways.
  • Question 5
    Common Lane crossing – Why does the road need to be re-aligned – will Common Lane be lowered – if so by how much. One constituent thinks it will be lowered by 4 metres – is this correct.  As stated in 2.2.29  so the railway has to go ona viaduct because of the flood plain but the road can be lowered ?
    Answer
    The WDES design shows Common Lane lowered by 4m to provide highway clearance to the viaduct. We are currently reviewing the design against the revised EA flood models and considering how to mitigate any flood risk. Which may mean that thehighway cannot be lowered – as per our several discussions around the challenge of the structures in the area and minimising the height of the viaduct and the future of Common Lane
  • Question 6
    Pumping station next to Common Lane – what is the purpose of this – what will it be draining.
    Answer
    This is required to drain surface water from Common Lane as lowering the road creates a low point which it is not possible to drain by gravity.
  • Question 7
    Replacement flood plain storage – what will be the configuration of these – CT 06 504 – will the land be lowered – will flood water be contained by a bund or is it simply a designation – That shown on CT 06 505 RI  was certainly floodedduring December 2015
    Answer
    The land is lowered locally, and flood water will not be contained by a bund. Land can be returned to pastoral agriculture  use as it will not always be wet.
  • Question 8
    If arable land is to lowered what compensation scheme would apply.  Removal of top soil and using to store flood water means it would no longer be suitable for arable use.
    Answer
    The land would only contain water during flood events so could be returned to agricultural use. The landowners affected by this have been contacted as part of the WDES consultation process to discuss the scheme, its impacts on them, opportunities for scheme change (e.g. other land allocated) and compensation options.
